The Standing Committee on Rules, Procedures and the Rights of Parliament met this day at 9:32 a.m., in room 356- S, Centre Block, the chair, the Honourable David P. Smith, P.C. (Cobourg), presiding.
Members of the committee present: The Honourable Senators Batters, Braley, Comeau, Enverga, Fraser, Furey, Joyal, P.C., Martin, McCoy, Runciman and Smith, P.C. (Cobourg) (11).
Other senator present: The Honourable Senator Mitchell (1).
In attendance: Mark Audcent, Law Clerk and Parliamentary Counsel, Senate of Canada; Sebastian Spano and Andre Barnes, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, May 8, 2013, the committee continued its study of a case of privilege relating to the reported interference with Canadians who wished to appear before the Standing Senate Committee on National Security and Defence.

The chair made an opening statement.
Corporal Beaulieu made a statement and answered questions.
Chief Superintendent deBruckere made a statement and, together with Staff Sergeant Reid, Dr. Fieschi and Assistant Commissioner Moreau, answered questions.
At 11:33 a.m., the committee suspended.
At 11:55 a.m., the committee resumed.
The committee continued hearing from the members of the RCMP.
At 12:14 p.m., the committee adjourned to the call of the chair.
