The Standing Committee on Rules, Procedures and the Rights of Parliament met this day at 6:45 p.m., in room 356- S, Centre Block, the chair, the Honourable David P. Smith, P.C. (Cobourg), presiding.

Members of the committee present: The Honourable Senators Batters, Braley, Comeau, Enverga, Fraser, Furey, Martin, McCoy, Smith, P.C. (Cobourg), and Wallace (10).

In attendance: Mark Audcent, Law Clerk and Parliamentary Counsel, Senate of Canada; Sebastian Spano and Andre Barnes, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, May 8, 2013, the committee continued its study of a case of privilege relating to the reported interference with Canadians who wished to appear before the Standing Senate Committee on National Security and Defence.

WITNESSES:

Royal Canadian Mounted Police:

Staff Sergeant George Reid, Protective Services Section, ``E'' Division;

Dr. Isabelle Fieschi, Chief, Health Services;

Assistant Commissioner Gilles Moreau, Director General, HR Transformation;

Chief Superintendent Kevin deBruyckere, Deputy Criminal Operations, Federal Policing, ``E'' Division.

As an individual:

Corporal Rolly Beaulieu.

Staff Sergeant Reid, Dr. Fieschi, Assistant Commissioner Moreau and Chief Superintendent deBruyckere answered questions.

Corporal Beaulieu answered questions.

At 8:36 p.m., the committee suspended.

At 8:41 p.m., the committee resumed.

At 8:41p.m., pursuant to rule 12-16(1)(d), the committee proceeded in camera to consider a draft agenda.

It was agreed that senators' staff be permitted to remain.

At 9:03 p.m., the committee adjourned to the call of the chair.
