The Standing Senate Committee on Social Affairs, Science and Technology met this day at 10:29 a.m., in room 2, Victoria Building, the chair, the Honourable Kelvin Kenneth Ogilvie, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Cordy, Dyck, Eaton, Eggleton, P.C., Enverga, Martin, Merchant, Munson, Ogilvie, Seidman and Seth (12).

In attendance: Sonya Norris, Analyst, Parliamentary Information and Research Service.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, October 24, 2012, the committee continued its study on Bill C-316, An Act to amend the Employment Insurance Act (incarceration).

WITNESSES:

Justin Piché, Member, Policy Review Committee.

John Howard Society of Canada:

Catherine Latimer, Executive Director.

Canadian Association of Elizabeth Fry Societies:

Kim Pate, Executive Director.

United Way of Calgary:

Loreen Gilmour, Director, Poverty Initiatives and Research.

Canadian Resource Centre for Victims of Crime:

Heidi Illingworth, Executive Director.

The chair made a statement.

Mr. Piché, Ms. Latimer and Ms. Paté each made a statement and, together, answered questions.

At 11:28 a.m., the committee suspended.

At 11:30 a.m., the committee resumed.

Ms. Gilmour and Ms. Illingworth each made a statement and, together, answered questions.

At 12:15 p.m., the committee adjourned to the call of the chair.
