The Standing Senate Committee on Social Affairs, Science and Technology met this day at 4:13 p.m., in room 2, Victoria Building, the chair, the Honourable Kelvin Kenneth Ogilvie, presiding.

Members of the committee present: The Honourable Senators Demers, Eaton, Eggleton, P.C., Enverga, Hubley, Martin, Mercer, Merchant, Munson, Ogilvie, Seidman, Seth and Verner, P.C. (13).

In attendance: Julie Béchard and Sonya Norris, Analysts, Parliamentary Information and Research Service.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, April 25, 2013, the committee began its study on Bill C-43, An Act to amend the Immigration and Refugee Protection Act.

APPEARING:

The Honourable Jason Kenney, P.C., M.P., Minister of Citizenship and Immigration.

WITNESSES:

Citizenship and Immigration Canada:

Catrina Tapley, Associate Assistant Deputy Minister, Strategic and Program Policy;

Marie Bourry, Senior General Counsel, Legal Services.

Public Safety Canada:

Emmanuelle Deault-Bonin, Manager, National Security Policy.

Canada Border Services Agency:

Lesley Soper, Executive Director, Enforcement and Intelligence Programs.

Centre for Immigration Policy Reform:

Martin Collacott, Spokesperson.

Canadian Council for Refugees:

Loly Rico, President;

Janet Dench, Executive Director.

The chair made a statement.

Minister Kenney made a statement and, together with Ms. Tapley, Ms. Bourry, Ms. Deault-Bonin and Ms. Soper, answered questions.

At 5:07 p.m., Senator Demers replaced Senator Martin as a member of the committee.

At 5:08 p.m., the committee suspended.

At 5:11 p.m., the committee resumed.

Mr. Collacott and Ms. Rico each made a statement and, together with Ms. Dench, answered questions.

At 6:07 p.m., the committee adjourned to the call of the chair.
