The Standing Senate Committee on Foreign Affairs and International Trade met this day at 6:03 p.m., in room 160- S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Dawson, Demers, Fortin- Duplessis, Housakos, Jaffer, Johnson, Oh, Smith, P.C. (Cobourg) and Verner, P.C. (11).

In attendance: Natalie Mychajlyszyn and Pascal Tremblay, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, June 12, 2014, the committee began its study on Bill C-20, An Act to implement the Free Trade Agreement between Canada and the Republic of Honduras, the Agreement on Environmental Cooperation between Canada and the Republic of Honduras and the Agreement on Labour Cooperation between Canada and the Republic of Honduras.

APPEARING:

The Honourable Ed Fast, P.C., M.P., Minister of International Trade.

WITNESSES:

Foreign Affairs, Trade and Development Canada:

Cameron MacKay, Director General, Trade Negotiations;

Henri-Paul Normandin, Director General, Latin America and Caribbean Bureau.

Peter Iliopoulos, Senior Vice-President, Public and Corporate Affairs, Head Office.

Aura Minerals Inc.:

James Bannantine, President and Chief Executive Officer.

MiningWatch Canada:

Jennifer Moore, Latin America Program Coordinator.

The chair made an opening statement.

Messrs. Iliopoulos, Bannantine and Ms. Moore each made a statement and answered questions.

At 7:05 p.m., the committee suspended.

At 7:10 p.m., the committee resumed.

The Minister made a statement, and together with Messrs. MacKay and Normandin, answered questions.

At 7:53 p.m., the committee suspended.

At 7:58 p.m., the committee resumed.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-20, An Act to implement the Free Trade Agreement between Canada and the Republic of Honduras, the Agreement on Environmental Cooperation between Canada and the Republic of Honduras and the Agreement on Labour Cooperation between Canada and the Republic of Honduras.

After debate, it was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that with leave and pursuant to rule 12-20(3), the committee group clauses.

It was agreed that clauses 2 to 10 carry.

It was agreed that clauses 11 to 20 carry.

It was agreed that clauses 21 to 30 carry.

It was agreed that clauses 31 to 40 carry.

It was agreed that clauses 41 to 50 carry.

It was agreed that clauses 51 to 53 carry.

It was agreed that Schedule 1 carry.

It was agreed that Schedule 2 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that Bill C-20 be reported to the Senate.

At 8:04 p.m., the committee adjourned to the call of the chair.
