The Standing Senate Committee on Aboriginal Peoples met this day at 9:35 a.m., in room 160-S, Centre Block, the chair, the Honourable Dennis Glen Patterson, presiding.

Members of the committee present: The Honourable Senators Beyak, Dyck, Lovelace Nicholas, Meredith, Moore, Ngo, Patterson, Raine and Tannas (9).

In attendance: Martha Butler, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, June 3, 2014, the committee began its consideration of Bill C-34, An Act to give effect to the Tla'amin Final Agreement and to make consequential amendments to other Acts.

WITNESSES:

Aboriginal Affairs and Northern Development Canada:

Tom Molloy, Chief Federal Negotiator.

Department of Justice Canada:

Gloria Chao, Legal Counsel, Treaties and Aboriginal Government-Negotiations West and Specific Claims, Legal Services Unit.

Sliammon First Nation:

Clint Williams, Chief;

Roy Francis, Chief Negotiator.

Mr. Molloy and Ms. Chao each made a statement and together, answered questions.

Mr. Williams and Mr. Francis each made a statement and together, answered questions.

At 11:09 a.m., the committee suspended.

At 11:16 a.m., the committee resumed.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-34, An Act to give effect to the Tla'amin Final Agreement and to make consequential amendments to other Acts.

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that clause 1 stand postponed.

With leave and pursuant to rule 12-20(3), it was agreed to group clauses according to the sections in the bill.
