The Standing Committee on Internal Economy, Budgets and Administration met this day, at 9 a.m., in room 160-S, Centre Block, the chair, the Honourable Noël A. Kinsella, presiding.

Members of the committee present: The Honourable Senators Campbell, Cordy, Downe, Doyle, Furey, Johnson, Kinsella, Lang, LeBreton, P.C., Marshall, Munson, Seth, Smith (Saurel), Tkachuk, and White (15).

Other senators in present: The Honourable Senator Charette-Poulin (1).

Also in attendance: Mr. Gary W. O'Brien, Clerk of the Senate, and other senior Senate officials.

CIBA/2014-02-06/043(P) — Adoption of Minutes of Proceedings

It was moved by the Honourable Senator Marshall that the minutes of proceedings of January 30, 2014 be adopted.

The question being put on the motion, it was adopted.

CIBA/2014-02-06/044(P) — Second Report of the Subcommittee on Committee Budgets

The Chair of the Subcommittee on Committee Budgets, the Honourable Senator Smith, presented the second report of the subcommittee as follows:

The Subcommittee on Committee Budgets of the Standing Committee on Internal Economy, Budgets and Administration has the honour to present its

Your subcommittee recommends the release of the following amounts for fiscal year 2013-2014:

Fisheries and Oceans (Aquaculture)

It was moved by Senator Smith that the second report of the Subcommittee on Committee Budgets be adopted.

The question being put on the motion, it was resolved in the affirmative.

CIBA/2014-02-06/045(P) — Update on Providing Video Coverage of the Senate Chamber

The Chair informed the committee that there were now two advisory working groups advising the Committee on the issue of video coverage of the Senate Chamber. The Advisory Working Group on the Provision of Video Coverage of the Senate Chamber and the Advisory Working Group on Communications.

Senator Kinsella indicated that preliminary discussions were held with CPAC and that this matter was a work-in-progress.

CIBA/2014-02-06/046(P) — Remuneration for the Senate Page Programme

After discussion, it was agreed that the Senate Administration be authorized to increase the annual base remuneration for the Senate Page Programme and apply a retroactive increase to August 29, 2013, which is the beginning of the current contract year.

It was also agreed that the Usher of the Black Rod and the Human Resources Directorate do a more comprehensive review of the Senate Page Programme (job descriptions, parity, university credits, et cetera.) and report back at a later date.

CIBA/2014-02-06/047(P) — Economic Increase to the Rates of Pay of the Senate Executive Group (SEG) and Middle Management Group (MMG) of the Senate

After discussion, it was agreed that the Senate Administration be authorized to increase the Senior Executive Group (SEG) and Middle Manage Group (MMG) rates of pay by 1 per cent retroactively to April 1, 2013.

At 10:12 a.m., the committee adjourned to the call of the chair.
