The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 8:02 a.m., in room 257, East Block, the chair, the Honourable Richard Neufeld, presiding.

Members of the committee present: The Honourable Senators Bellemare, Boisvenu, MacDonald, Massicotte, Mitchell, Neufeld, Patterson, Ringuette, Seidman and Sibbeston (10).

In attendance: Marc LeBlanc and Sam Banks, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 14, 2015, the committee continued its consideration of Bill C-46, An Act to amend the National Energy Board Act and the Canada Oil and Gas Operations Act. (For complete text of the order of reference, see proceedings of the committee, Issue No. 29.)

APPEARING:

The Honourable Greg Rickford, P.C., M.P., Minister of Natural Resources.

WITNESS:

Natural Resources Canada:

Jeff Labonté, Director General, Energy Safety and Security Branch, Energy Sector.

The chair made a statement.

Minister Rickford made a statement and answered questions.

At 9:09 a.m., the committee suspended.

At 9:15 a.m., the committee resumed.

It was agreed that the committee proceed to clause-by-clause for consideration of Bill C-46, An Act to amend the National Energy Board Act and the Canada Oil and Gas Operations Act.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed, with leave, that the balance of the clauses in the bill be grouped together by parts, for the purpose of clause-by-clause consideration.

It was agreed that clauses 2 to 38 carry.

It was agreed that clauses 39 to 46 carry.

It was agreed that clause 47 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the committee may wish to consider appending observations to the report.

At 9:17 a.m., the committee suspended.

At 9:19 a.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft report.

After debate, it was agreed:

That a letter to the Minister of Natural Resources Canada be drafted on behalf of the committee to highlight a few issues that arose during the committee's study;

That the Subcommittee on Agenda and Procedure be authorized to approve the final text of the letter; and

That the chair and deputy chair be authorized to sign and submit the letter to the Minister at the earliest opportunity.

At 9:33 a.m., the committee suspended.

At 9:34 a.m., the committee resumed in public.

It was agreed that the chair report the bill without amendment to the Senate.

At 9:34 a.m., the committee adjourned to the call of the chair.
