The Standing Senate Committee on Legal and Constitutional Affairs met at 10:30 a.m. this day, in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Dagenais, Frum, Jaffer, MacDonald, McInnis, McIntyre, Rivest and Runciman (11).

In attendance: Robin MacKay and Julian Walker, analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 5, 2014, the committee continued its study of Bill C-13, An Act to amend the Criminal Code, the Canada Evidence Act, the Competition Act and the Mutual Legal Assistance in Criminal Matters Act.

WITNESSES:

Royal Canadian Mounted Police:

Superintendent Joe Oliver, Assistant Commissioner, Technical Operations;

Inspector Mercer Armstrong, Officer in Charge of Operations, Contract & Aboriginal Policing Directorate.

Canadian Association of Chiefs of Police:

Jim Chu, Chief, Vancouver Police Department (by video conference).

Ontario Provincial Police:

Scott Naylor, Detective Inspector.

As individuals:

Allan Hubley, Councillor, City of Ottawa;

Greg Gilhooly.

The chair made an opening statement.

Mr. Chu, Superintendent Oliver and Mr. Naylor each made a statement and answered questions.

At 11:50 a.m., the committee suspended.

At 12:21 p.m., the committee resumed.

Mr. Hubley and Mr. Gilhooly each made a statement and answered questions.

At 1:18 p.m., the committee adjourned to the call of the chair.
