The Standing Senate Committee on Legal and Constitutional Affairs met this day at 3:32 p.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, McInnis, McIntyre, Runciman and White (7).

In attendance: Julian Walker; and Maxime Charron-Tousignant, Analysts, Parliamentary Information and Research Servicers, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 28, 2015, the committee began its examination of Bill C-12, An Act to amend the Corrections and Conditional Release Act.

APPEARING:

The Honourable Steven Blaney, P.C., M.P., Minister of Public Safety and Emergency Preparedness.

WITNESSES:

Correctional Service Canada:

Don Head, Commissioner.

Public Safety Canada:

Angela Connidis, Director General, Corrections.

Parole Board of Canada:

Suzanne Brisebois, Director General, Policy, Planning and Operations.

Health Canada:

Kirsten Mattison, Acting Director, Regulatory Policy, Healthy Environments and Consumer Safety Branch.

Correctional Service Canada:

Michel Laprade, Senior Counsel, Legal Services.

John Howard Society of Canada:

Catherine Latimer, Executive Director.

The chair made an opening statement.

The officials answered questions.

At 4:08 p.m., the minister made a statement and, together with the officials, answered questions.

At 4:43 p.m., the committee suspended.

At 4:49 p.m., the committee resumed.

The officials answered additional questions.

At 5:13 p.m., the committee suspended.

At 5:20 p.m., the committee resumed.

Ms. Latimer made a statement and answered questions.

At 5:56 p.m., the committee suspended.

At 5:57 p.m., the committee continued in camera, pursuant to rule 12-16(1)(d), to consider a draft agenda.

It was agreed that senators' staff be permitted to remain in the room for the in camera portion of the meeting.

At 6:00 p.m., the committee adjourned to the call of the chair.
