The Standing Senate Committee on Legal and Constitutional Affairs met this day at 11 a.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Dagenais, McInnis, McIntyre, Plett, Runciman and White (9).

In attendance: Julian Walker and Maxime Charron-Tousignant, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, May 12, 2015, the committee continued its examination of Bill C-26, An Act to amend the Criminal Code, the Canada Evidence Act and the Sex Offender Information Registration Act, to enact the High Risk Child Sex Offender Database Act and to make consequential amendments to other Acts.

The chair made an opening statement.

It was agreed to proceed to clause-by-clause analysis of Bill C-26, An Act to amend the Criminal Code, the Canada Evidence Act and the Sex Offender Information Registration Act, to enact the High Risk Child Sex Offender Database Act and to make consequential amendments to other Acts.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title stand postponed.

It was agreed, with leave, to group the remaining clauses in groups of 10.

It was agreed that clauses 2 to 9 carry.

It was agreed that clauses 10 to 20 carry.

It was agreed that clauses 20 to 30 carry.

It was agreed that clauses 31 to 34 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the bill be reported to the Senate.

At 11:15 a.m., the committee suspended.

At 11:19 a.m., pursuant to the order of reference adopted by the Senate on Thursday, May 28, 2015, the committee continued its examination of Bill C-12, An Act to amend the Corrections and Conditional Release Act.

Ms. Pate and Ms. Jesseman each made a statement and answered questions.

At 12:11 p.m., the committee suspended.

At 12:23 p.m., the committee resumed.

Mr. Verrier made a statement and answered questions.

At 12:54 p.m., the committee adjourned to the call of the chair.
