The Standing Senate Committee on National Finance met this day at 9:33 a.m., in room 9, Victoria Building, the chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Bellemare, Chaput, Day, Gerstein, Hervieux-Payette, P.C., Rivard, Smith (Saurel), Stewart Olsen, Tkachuk and Wallace (10).

In attendance: Raphaëlle Deraspe and Sylvain Fleury, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, February 19, 2015, the committee began its examination of the Supplementary Estimates (C) for the fiscal year ending March 31, 2015.

Brian Pagan, Assistant Secretary, Expenditure Management Sector;

Marcia Santiago, Executive Director, Expenditure Management Sector;

Darryl Sprecher, Senior Director, Expenditure Management Sector.

Employment and Social Development Canada:

Alain P. Séguin, Chief Financial Officer;

Alexis Conrad, Director General, Temporary Foreign Workers Program, Skills and Employment Branch;

Dominique La Salle, Director General, Seniors and Pensions Policy Secretariat;

Gail Johnson, Assistant Deputy Minister, Learning Branch.

National Defence:

Claude Rochette, Assistant Deputy Minister and Chief Financial Officer, Finance and Corporate Services;

Major-General John Madower, Chief of Program;

Edison Stewart, Assistant Deputy Minister, Public Affairs;

Jaime Pitfield, Assistant Deputy Minister, Infrastructure and Environment.

Mr. Pagan made a statement and, together with Ms. Santiago and Mr. Sprecher, answered questions.

At 10:38 a.m., the committee suspended.

At 10:43 a.m., the committee resumed.

Mr. Séguin made a statement and, together with Ms. Johnson, Mr. La Salle and Mr. Conrad, answered questions.

Mr. Rochette made a statement and, together with Major-General Madower, Mr. Stewart and Mr. Pitfield, answered questions.

At 11:36 a.m., the committee adjourned to the call of the chair.
