The Standing Senate Committee on Human Rights met this day, at 5 p.m., in room 160-S, Centre Block, the chair, the Honourable Mobina S. B. Jaffer, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Eggleton, P.C., Jaffer, Ngo, Seidman and Unger (7).

In attendance: Julia Nicol and Shauna Troniak, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 19, 2013, the committee continued its study to monitor issues relating to human rights and, inter alia, to review the machinery of government dealing with Canada's international and national human rights obligations. (For the complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

Foreign Affairs, Trade and Development Canada:

Kerry Buck, Political Director and Assistant Deputy Minister, International Security;

Gloria Wiseman, Director, Human Development and Gender Equality.

National Defence:

Jill Sinclair, Assistant Deputy Minister Policy;

Major Glenn Sylvester, Deputy Commandant of the Peace Support Training Centre.

Nobel Women's Initiative:

Liz Bernstein, Executive Director.

Canadian Voice of Women for Peace:

Marilou McPhedran, Member of the Board of Directors.

Women, Peace and Security Network — Canada:

Jessica Tomlin, Executive Director, MATCH International.

UN Women:

Nahla Valji, Policy Adviser and Officer in Charge, Peace and Security Cluster (by video conference).

International Civil Society Action Network:

Sanam Naraghi-Anderlini, Co-founder (by video conference).

Institute for Inclusive Security:

Jacqueline O'Neill, Director (by video conference).

The chair made an opening statement.

Ms. Buck and Ms. Sinclair each made a statement and, together with Ms. Wiseman and Major Sylvester, answered questions.

At 6 p.m., the committee suspended.

At 6:09 p.m., the committee resumed.

Ms. McPhedran, Ms. Bernstein and Ms. Tomlin each made a statement and answered questions.

At 6:58 p.m., the committee suspended.

At 7:12 p.m., the committee resumed.

Ms. Valji, Ms. Naraghi-Anderlini and Ms. O'Neill each made a statement and answered questions.

At 8:08 p.m., the committee adjourned to the call of the chair.
