The Standing Committee on Rules, Procedures and the Rights of Parliament met this day at 8:33 a.m., in room 356- S, Centre Block, the chair, the Honourable Vernon White, presiding.

Members of the committee present: The Honourable Senators Batters, Doyle, Frum, Furey, Jaffer, Joyal, P.C., Martin, McIntyre, Seidman, Smith, P.C. (Cobourg), Tkachuk, Wells and White (13).

In attendance: Dara Lithwick, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, May 26, 2015, the committee began its examination of Bill C-518, An Act to amend the Members of Parliament Retiring Allowances Act (withdrawal allowance).

WITNESSES:

As an individual:

John Williamson, M.P. for New Brunswick Southwest, sponsor of the bill.

Senate of Canada:

Michel Patrice, Law Clerk and Parliamentary Counsel and Chief Parliamentary Precinct Services Officer;

Nicole Proulx, Chief Corporate Services Officer;

France Lagacé, Financial Officer, Senators' Pay, Pensions and Benefits, Finance and Procurement Directorate.

Mr. Williamson made a statement and answered questions.

Mr. Patrice, Ms. Proulx and Ms. Lagacé answered questions.

At 9:50 a.m., the committee adjourned to the call of the chair.
