The Standing Senate Committee on National Security and Defence met this day at 12:59 p.m., in room 2, Victoria Building, the chair, the Honourable Daniel Lang, presiding.

Members of the committee present: The Honourable Senators Beyak, Dagenais, Day, Kenny, Lang, Mitchell, Ngo, Stewart Olsen and White (9).

In attendance: Holly Porteous, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, June 19, 2014, the committee continued its study and report on security threats facing Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 9.)

WITNESSES:

Royal Canadian Mounted Police:

Bob Paulson, Commissioner;

Mike Cabana, Deputy Commissioner, Federal Policing;

Peter Henschel, Deputy Commissioner, Specialized Policing Services.

Canadian Security Intelligence Service:

Michael Peirce, Assistant Director Intelligence.

The chair made an opening statement.

Mr. Paulson made a statement and, together with Mr. Cabana and Mr. Henschel, answered questions.

At 2:15 p.m., the committee suspended.

At 2:26 p.m., the committee resumed.

Mr. Peirce made a statement and answered questions.

At 3:31 p.m., the committee suspended.

At 3:46 p.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Thursday, June 19, 2014, the committee continued its study on national security and defence issues in Indo-Asia Pacific Relations and their implications for Canada's national security and defence policies, practices, circumstances and capabilities. (For complete text of the order of reference, see proceedings of the committee, Issue No. 9.)

WITNESSES:

Foreign Affairs, Trade and Development Canada:

Peter MacArthur, Director General, South, Southeast Asia and Oceania Bureau;

David Drake, Director General, Security and Intelligence Bureau.

National Defence and the Canadian Armed Forces:

Rear-Admiral Gilles Couturier, Director General International Security Policy.

The chair made an opening statement.

Mr. MacArthur and Rear-Admiral Couturier each made a statement and, together with Mr. Drake, answered questions.

At 4:31 p.m., the committee suspended.

At 4:35 p.m., the committee resumed in camera, pursuant to rule 12-16(1)(d), for the consideration of a draft agenda.

It was agreed that senators' staff be permitted to stay in the room.

At 4:47 p.m., the committee adjourned to the call of the chair.
