The Standing Senate Committee on National Security and Defence met this day at 1 p.m., in room 2, Victoria Building, the chair, the Honourable Daniel Lang, presiding.

Members of the committee present: The Honourable Senators Beyak, Charette-Poulin, Dagenais, Kenny, Lang, Ngo, Stewart Olsen and White (8).

In attendance: Holly Porteous, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, June 19, 2014, the committee continued its study on security threats facing Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 9.)

WITNESSES:

As individuals:

The Honourable John Charles Major, former judge of the Supreme Court of Canada (by video conference);

The Honourable Ujjal Dosanjh, P.C., former minister;

Dave Hayer;

Balraj Deol.

The chair made a statement.

Mr. Major made a statement and answered questions.

At 2:13 p.m., the committee suspended.

At 2:18 p.m., the committee resumed.

Mr. Dosanjh made a statement and answered questions.

At 3:13 p.m., the committee suspended.

At 3:48 p.m., the committee resumed.

The chair informed the committee that Messrs. Hayer and Deol have a copy of their opening statements in English only. It was agreed that the documents be distributed in one official language only and that the translations be distributed once available.

Messrs. Hayer and Deol each made a statement and, together answered questions.

At 4:53 p.m., the committee suspended.

At 4:57 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera for the consideration of a draft agenda (future business).

It was agreed that senators' staff be permitted to remain in the room.

It was agreed that documents be distributed only if they are available in both official languages.

At 5:13 p.m., the committee adjourned to the call of the chair.
