The Standing Senate Committee on Social Affairs, Science and Technology met this day at 10:31 a.m., in room 2, Victoria Building, the chair, the Honourable Kelvin Kenneth Ogilvie, presiding.

Members of the committee present: The Honourable Senators Chaput, Eggleton, P.C., Enverga, Nancy Ruth, Ogilvie, Seidman, Seth and Stewart Olsen (8).

In attendance: Sonya Norris and Marlisa Tiedemann, Analysts, Parliamentary Information and Research Service.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, September 18, 2014, the committee continued its study of Bill C-17, An Act to amend the Food and Drugs Act.

WITNESSES:

As individuals:

Amir Attaran, Canadian Research Chair, Population Health and Global Development Policy, University of Ottawa;

Elaine Gibson, Associate Professor of Law, Health Law Institute, Faculties of Medicine and Law, Dalhousie University.

Matthew Herder, Assistant Professor, Health Law Institute, Faculties of Medicine and Law, Dalhousie University;

Dr. Joel Lexchin, Professor, School of Health Policy and Management, York University (by video conference);

Dr. Stuart MacLeod, Professor, Department of Pediatrics, University of British Columbia.

The chair informed the committee that a written submission was received in one language only.

It was agreed that the document be distributed now and that the translated version follow when available.

Mr. Attaran, Ms. Gibson and Mr. Herder each made a statement and, together, answered questions.

At 11:28 a.m., the committee suspended.

At 11:30 a.m., the committee resumed.

Dr. Lexchin and Dr. MacLeod each made a statement and, together, answered questions.

At 12:25 p.m., the committee adjourned to the call of the chair.
