The Standing Senate Committee on Social Affairs, Science and Technology met this day at 10:28 a.m., in room 2, Victoria Building, the chair, the Honourable Kelvin Kenneth Ogilvie, presiding.

Members of the committee present: The Honourable Senators Beyak, Chaput, Cordy, Enverga, Merchant, Nancy Ruth, Ogilvie, Seidman, Seth and Wallace (10).

In attendance: Julie Béchard and Sandra Elgersma, Analysts, Parliament Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, October 30, 2014, the committee continued its study on the subject matter of those elements contained in Divisions 5, 7, 17, 20, and 24 of Part 4 of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures. (For complete text of the order of reference, see proceeding of the committee, Issue No. 23).

WITNESSES:

Citizenship and Immigration Canada:

Robert Judge, Director, Temporary Resident Policy and Program.

Employment and Social Development Canada:

Alexis Conrad, Director General, Temporary Foreign Workers Program, Skills and Employment Branch;

Colin Spencer James, Director, Policy and Program Design, Temporary Foreign Workers Program, Skills and Employment Branch.

Canadian Bar Association:

Gordon Maynard, Past Chair, National Immigration Law Section.

Restaurants Canada:

Joyce Reynolds, Executive Vice-President, Government Affairs.

The chair made a statement.

Mr. Conrad made a statement and, together with Mr. James and Mr. Judge, answered questions.

At 11:27 a.m., the committee suspended.

At 11:29 a.m., the committee resumed.

Ms. Reynolds and Mr. Maynard each made a statement and, together, answered questions.

At 12:10 p.m., the committee suspended.

At 12:13 p.m., the committee, pursuant to rule 12-16 (1)(d), resumed in camera to consider a draft report.

At 12:16 p.m., the committee adjourned to the call of the chair.
