The Standing Senate Committee on Social Affairs, Science and Technology met this day at 10:30 a.m., in room 2, Victoria Building, the chair, the Honourable Kelvin Kenneth Ogilvie, presiding.

Members of the committee present: The Honourable Senators Cowan, Eggleton, P.C., Enverga, Frum, Manning, Merchant, Munson, Nancy Ruth, Ogilvie, Raine, Seidman and Stewart Olsen (12).

In attendance: Sonya Norris, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, June 19, 2014, the committee continued its examination of Bill S-208, An Act to establish the Canadian Commission on Mental Health and Justice. (For complete text of the order of reference, see proceedings of the committee, Issue No. 29.)

The chair asked whether the committee agreed to proceed to clause-by-clause consideration of Bill S-208, An Act to establish the Canadian Commission on Mental Health and Justice.

The Honourable Senator Frum moved:

That the committee not proceed to clause-by-clause consideration of Bill S-208, An Act to establish the Canadian Commission on Mental Health and Justice;

That pursuant to rule 12-23(5) the committee recommend that the Senate not proceed further with the bill;

That the committee adopt the draft report; and

That the steering committee be empowered to modify the report for the purpose of correcting any typographical or grammatical errors.

After debate, it was agreed that the motion be split into two motions.

After debate, the question being put on the motion that the committee not proceed to clause-by-clause consideration of Bill S-208, An Act to establish the Canadian Commission on Mental Health and Justice; and

That pursuant to rule 12-23(5) the committee recommend that the Senate not proceed further with the bill, it was adopted on the following vote:

NAYS

The Honourable Senators

Cowan, Eggleton, Merchant, Munson — 4

After debate, it was agreed that the Subcommittee on Agenda and Procedure be empowered to prepare and approve the final version of the report to Senate that incorporates elements of the proposed texts provided by Senator Frum and Senator Cowan.

At 11:15 a.m., the committee adjourned to the call of the chair.
