The Standing Senate Committee on Transport and Communications met this day at 9:30 a.m., in room 2, Victoria Building, the chair, the Honourable Dennis Dawson, presiding.

Members of the committee present: The Honourable Senators Dawson, Demers, Eggleton, P.C., Furey, Greene, Housakos, MacDonald, Mercer, Plett and Verner, P.C. (10).

In attendance: Dara Lithwick, Dillan Theckedath and Terrence Thomas, Analysts, Parliamentary Information and Research Service, Library of Parliament; Mona Ishack, Communications Officer, Senate Communications Directorate.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 8, 2014, the committee continued its consideration of the Bill S-4, An Act to amend the Personal Information Protection and Electronic Documents Act and to make a consequential amendment to another Act.

Marc-André Pigeon, Director, Financial Sector Policy;

Jan Hopper, Assistant Corporate Secretary/Chief Privacy Officer.

Canadian Bankers Association:

Nathalie Clark, General Counsel and Corporate Secretary;

Lucie V. Gauvin, Vice President and Associate General Counsel, RBC Law Group, Royal Bank of Canada;

Linda Routledge, Director, Consumer Affairs.

Mr. Lawford, Mr. White, Ms. Nelson and Mr. Fraser each made a statement and answered questions.

At 10:23 a.m., the committee suspended.

At 10:27 a.m., the committee resumed.

Ms. Clark and Mr. Pigeon each made a statement and, together with Ms. Hopper, Ms. Gauvin and Ms. Routledge, answered questions.

At 11:14 a.m., the committee suspended.

At 11:16 a.m. the committee resumed and pursuant to rule 12-16(1)(d) proceeded in camera to consider a draft report.

Pursuant to the order of reference adopted by the Senate on Wednesday, April 9, 2014, the committee continued its consideration of the subject-matter of those elements contained in Divisions 15, 16 and 28 of Part 6 of Bill C-31, An Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures. The committee began its consideration of a draft report.

It was agreed that the report be adopted.

At 11:18 a.m., the committee adjourned to the call of the chair.
