The Standing Senate Committee on Transport and Communications met this day at 6:45 p.m., in room 2, Victoria Building, the chair, the Honourable Dennis Dawson, presiding.

Members of the committee present: The Honourable Senators Dawson, Eggleton, P.C., Greene, Housakos, MacDonald, Mercer, Merchant, Plett, Seidman and Verner, P.C. (10).

In attendance: Dara Lithwick and Terrence Thomas, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 8, 2014, the committee continued its consideration of the Bill S-4, An Act to amend the Personal Information Protection and Electronic Documents Act and to make a consequential amendment to another Act.

WITNESSES:

Office of the Privacy Commissioner of Canada:

Patricia Kosseim, Senior General Counsel and Director General;

Carman Baggaley, Senior Strategic Policy Advisor.

Marketing Research and Intelligence Association:

Kara Mitchelmore, Chief Executive Officer;

Annie Pettit, Chair of Publications.

Canadian Marketing Association:

Wally Hill, Senior Vice-President Government and Consumer Affairs;

David Elder, Special Digital Privacy Counsel and Counsel at Stikeman Elliott LLP.

As individuals:

Michael Geist, Law Professor, University of Ottawa;

Michael Crystal, Lawyer, Crystal and Associates.

Ms. Kosseim made a statement and answered questions with Mr. Baggaley.

At 7:12 p.m., the committee suspended.

At 7:14 p.m., the committee resumed.

Ms. Mitchelmore, Ms. Petti and Mr. Hill each made a statement and answered questions with Mr. Elder.

At 7:50 p.m., the committee suspended.

At 7:54 p.m., the committee resumed.

Mr. Geist and Mr. Crystal each made a statement and answered questions.

At 8:34 p.m., the committee adjourned to the call of the chair.
