The Standing Senate Committee on Transport and Communications met this day at 6:45 p.m., in room 2, Victoria Building, the chair, the Honourable Dennis Dawson, presiding.
Members of the committee present: The Honourable Senators Dawson, Eggleton, P.C., Greene, Housakos, MacDonald, Martin and Plett (7).
In attendance: Alexandre Lavoie, Analyst, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, October 8, 2014, the committee continued its consideration of Bill C-3, An Act to enact the Aviation Industry Indemnity Act, to amend the Aeronautics Act, the Canada Marine Act, the Marine Liability Act and the Canada Shipping Act, 2001 and to make consequential amendments to other Acts.
It was agreed that the committee proceed to clause-by-clause consideration of Bill C-3.
With leave and pursuant to rule 12-20(3), the Honourable Senator Plett moved:
That, for its consideration of Bill C-3, the committee group the following clauses: clauses 2 to 9, clauses 10 to 26, clauses 28 to 57 and clauses 58 to 78.
After debate, the question being put on the question, it was adopted.
It was agreed that the title stand postponed.
It was agreed that clause 1, which contains the short title, stand postponed.
It was agreed that clauses 2 to 9 carry.
It was agreed that clauses 10 to 26 carry.
It was agreed that clause 27 carry.
It was agreed that clauses 28 to 57 carry.
It was agreed that clauses 58 to 78 carry.
It was agreed that clause 79 carry.
It was agreed that the schedule carry.
It was agreed that clause 1 carry.
It was agreed that the title carry.
It was agreed that the bill carry.
It was agreed that chair report Bill C-3 to the Senate at the earliest opportunity.
At 6:50 p.m., pursuant to rule 12-16(1)(d), the committee proceeded in camera to consider a draft report.
Pursuant to the order of reference adopted by the Senate on Thursday, October 30, 2014, the committee continued its consideration of the subject matter of those elements contained in Divisions 2, 6, 10, 11, 16, and 21 of Part 4 of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures.
The committee continued its consideration of a draft report.
It was agreed that the report be adopted.
At 6:54 p.m., the committee adjourned to the call of the chair.
