The Subcommittee on Veterans Affairs of the Standing Senate Committee on National Security and Defence met in camera this day, at 12:10 p.m., in room 257, East Block, the chair, the Honourable Roméo Antonius Dallaire, presiding.
Members of the committee present: The Honourable Senators Dallaire, Jaffer, Stewart Olsen, Wells and White (5).
In attendance: Martin Auger, Analyst, Parliamentary Information and Research Service, Library of Parliament.
Pursuant to the order of reference adopted by the Senate on Tuesday, November 19, 2013, and delegated on Monday, December 2, 2013 by the Standing Senate Committee on National Security and Defence, the subcommittee continued its study on the services and benefits provided to members of the Canadian Forces; to veterans; to members and former members of the Royal Canadian Mounted Police and their families. It was agreed that senators' staff be permitted to remain in the room.
It was agreed that an audio recording of this meeting be made available to the analyst, and that the recording be destroyed, at the latest, at the end of the current session.
The chair made a statement.
It was agreed that the members send any comment they have regarding the Government's response to the subcommittee's report on the New Veterans Charter, to either the chair or the deputy chair, before May 30, 2014.
At 12:20 p.m., pursuant to the order of reference adopted by the Senate on Wednesday, April 9, 2014, and delegated on Monday, April 28, 2014 by the Standing Senate Committee on National Security and Defence, the subcommittee began its consideration of the medical, social, and operational impacts of mental health issues affecting serving and retired members of the Canadian Armed Forces, including operational stress injuries (OSIs) such as post-traumatic stress disorder (PTSD).
Pursuant to rule 12-16(1)(d), the committee considered a draft agenda (future business).
It was agreed that the work plan proposed by Senator Wells for this study be further developed by the analyst to reflect the discussions that took place today.
At 12:45 p.m., pursuant to the order of reference adopted by the Senate on Tuesday, November 19, 2013, and delegated on Monday, December 2, 2013 by the Standing Senate Committee on National Security and Defence, the subcommittee continued its study on the services and benefits provided to members of the Canadian Forces; to veterans; to members and former members of the Royal Canadian Mounted Police and their families. Pursuant to rule 12-16(1)(d), the committee considered a draft report for the study on the transition to civilian life.
It was agreed that the report be adopted and that the chair and deputy chair be empowered to approve the final text of the changes discussed today, and that the report be reported to the Committee on National Security and Defence.
At 1:18 p.m., the subcommittee adjourned to the call of the chair.
