The Subcommittee on Veterans Affairs of the Standing Senate Committee on National Security and Defence met this day at 12:05 p.m., in room 257, East Block, the chair, the Honourable Joseph A. Day, presiding.

Members of the subcommittee present: The Honourable Senators Day, Lang, Mitchell, Stewart Olsen and White (5).

Other senator present: The Honourable Senator Beyak (1).

In attendance: Isabelle Lafontaine-Émond and Jean-Rodrigue Paré, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 14, 2015, and delegated on Monday, May 25, 2014 by the Standing Senate Committee on National Security and Defence, the subcommittee began its examination on subject matter of those elements contained in Division 17 of Part 3 of Bill C-59, An Act to implement certain provisions of the budget tabled in Parliament on April 21, 2015 and other measures.

WITNESSES:

Veterans Ombudsman:

Guy Parent, Ombudsman;

Sharon Squire, Deputy Ombudsman and Executive Director of Operations.

The Royal Canadian Legion:

Ray McInnis, Director, Service Bureau.

Veterans Affairs Canada:

Michel Doiron, Assistant Deputy Minister, Service Delivery;

Bernard Butler, Associate Assistant Deputy Minister, Policy, Communications and Commemoration.

The chair made an opening statement.

Mr. Doiron, Mr. Parent and Mr. McInnis each made a statement and, together with Mr. Butler and Ms. Squire, answered questions.

At 1:15 p.m., the subcommittee adjourned to the call of the chair.
