The Standing Senate Committee on Foreign Affairs and International Trade met this day at 10:30 a.m., in room 160-S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Beyak, Cordy, Dawson, Downe, Housakos, Ngo, Oh, Poirier, Rivard and Smith (Cobourg), P.C. (12).

Other senator present: The Honourable Senator Wells (1).

In attendance: Natalie Mychajlyszyn and Pascal Tremblay, analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, January 27, 2016, the committee continued its study on foreign relations and international trade generally. Andrea Tunney, Regional Vice-President for the Americas.

The chair made an opening statement.

Ms. Tunney made an opening statement and answered questions.

At 11:04 a.m., the committee suspended.

At 11:15 a.m., the committee resumed and, pursuant to the order of reference adopted by the Senate on Wednesday, January 27, 2016, continued its study on foreign relations and international trade generally.

WITNESSES:

As individuals:

William Browder, Head of the International Justice Campaign for Sergeï Magnitski and Author of Red Notice;

Zhanna Nemtsova, Deutsche Welle Correspondent and Founder of the Boris Nemtsov Foundation for Freedom;

Vladimir Kara-Murza, Coordinator, Open Russia, and Deputy Leader of People's Freedom Party.

Ms. Nemtsova, Mr. Kara-Murza and Mr. Browder made opening statements then answered questions.

It was agreed that the steering committee, in light of the testimony provided by Mr. Browder, Ms. Nemtsova and Mr. Kara-Murza, would decide what steps the committee should take regarding the issues discussed at this meeting.

At 12:10 p.m., the committee adjourned to the call of the chair.
