The Standing Senate Committee on Foreign Affairs and International Trade met this day at 10:31 a.m., in room 160-S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Bovey, Cools, Cordy, Dawson, Downe, Gold, Housakos, Marwah, Ngo, Oh, Saint-Germain, Wells and Woo (15).

In attendance: Natalie Mychajlyszyn, Alex Smith and Karine Azailay, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on October 5, 2016, the committee continued its consideration of Bill S-219, An Act to deter Iran-sponsored terrorism, incitement to hatred, and human rights violations. (For complete text of the order of reference, see proceedings of the committee, Issue No. 15.)

WITNESS:

Behnam Ben Taleblu, Senior Iran Analyst (by video conference).

The chair made a statement.

Mr. Taleblu made a statement and answered questions.

At 11:36 a.m., the committee suspended.

At 11:40 a.m., the committee resumed with the deputy chair, Senator Percy E. Downe, presiding.

The deputy chair made a statement.

It was agreed that the committee proceed to clause-by-clause consideration of Bill S-226, An Act to provide for the taking of restrictive measures in respect of foreign nationals responsible for gross violations of internationally recognized human rights and to make related amendments to the Special Economic Measures Act and the Immigration and Refugee Protection Act. (For complete text of the order of reference, see proceedings of the committee, Issue No. 14.)

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that clause 1, which contains the short title stand postponed.

After debate, it was agreed that the preamble carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that Bill S-219 be reported to the Senate, the Honourable Senators Cools, Marwah and Woo abstaining.

The committee discussed future business.

At 11:54 a.m., the committee adjourned to the call of the chair.
