The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4:15 p.m., in room 256- S, Centre Block.

Members of the committee present: The Honourable Senators Ataullahjan, Bovey, Cordy, Dawson, Housakos, Massicotte, Ngo, Oh and Saint-Germain (9).

In attendance: Natalie Mychajlyszyn and Marion Ménard, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

The clerk informed the committee of the unavoidable absences of the chair and the deputy chair and presided over the election of an acting chair.

The Honourable Senator Cordy moved:

That the Honourable Senator Dawson be the acting chair.

The question being put on the motion, it was adopted.

The acting chair took the chair.

Pursuant to the order of reference adopted by the Senate on Thursday, October 26, 2017, the committee continued its study on the impact and utilization of Canadian culture and arts in Canadian foreign policy and diplomacy, and other related matters. The acting chair made a statement.

Ms. McGuffin and Ms. Poulin made statements and answered questions.

At 5:02 p.m., the committee suspended.

At 5:04 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft report.

It was agreed that senators' staff be permitted to remain in the room during the in camera portion of the meeting.

Pursuant to the order of reference adopted by the Senate on Tuesday, April 24, 2018, the committee continued its examination of the subject matter of those elements contained in Division 8 of Part 6 of Bill C-74, An Act to implement certain provisions of the budget tabled in Parliament on February 27, 2018 and other measures. (For complete text of the order of reference, see proceedings of the committee, Issue No. 46.)

It was agreed that the draft report be adopted; that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the report, taking into consideration this meeting's discussions, including, if needed, the conclusion and recommendations, with any necessary editorial, grammatical and translation changes required; that the Subcommittee on Agenda and Procedure be empowered to make decisions on behalf of the committee to publicize the report with the support of the Senate Communications Directorate; and that the report be tabled.

At 5:05 p.m., the committee adjourned to the call of the chair.
