The Standing Senate Committee on Agriculture and Forestry met in camera this day at 9:32 a.m., in room C128, Senate of Canada Building, the chair, the Honourable Diane F. Griffin, presiding.

Members of the committee present: The Honourable Senators Bernard, Black (Ontario), Dagenais, Deacon (Nova Scotia), Doyle, Gagné, Griffin, Mercer, Miville-Dechêne and Oh (10).

In attendance: Corentin Bialais, Offah Obale, Xavier Deschenes-Philion and Khamla Heminthavong, Analysts, Parliamentary Information and Research Services, Library of Parliament, and Síofra McAllister, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, February15, 2018, the committee continued its study on how the value-added food sector can be more competitive in global markets. (For complete text of the order of reference, see proceedings of the committee, Issue No. 47.)

Pursuant to rule12-16(1)(d), the committee considered a draft report and a draft agenda (future business).

At 10:03 a.m., the committee suspended.

At 10:11 a.m., the committee resumed in public and, pursuant totheorder of reference adopted by the Senate on Thursday, March1, 2018, the committee continued its study on issuesrelating to agriculture and forestry generally. (For complete text ofthe order of reference, see proceedings of the committee, Issue No. 47.) Topic: Support and compensation for supply managed agricultural sectors in relation to the USMCA, CPTPP and CETA Trade Agreements

Judi Bundrock, Director of International Trade Policy.

The chair made a statement.

Mr.Klompmaker and Mr.Greydanus each made statements and, together with Mr.Ruel and Mr.Compaoré, answered questions.

At 11:06 a.m., the committee suspended.

At 11:14 a.m., the committee resumed.

Mr.Boyd and Mr.Destrijker each made statements and, together with Ms.Bundrock, answered questions.

The Honourable Senator Mercer moved:

That the following special study supplementary budget application for the committee's study on how the value-added food sector can be more competitive in global markets, for $66,308 for the fiscal year ending March31, 2019, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.
