The Standing Senate Committee on Aboriginal Peoples met this day at 9:01 a.m., in room 160-S, Centre Block, the chair, the Honourable Lillian Eva Dyck, presiding.

Members of the committee present: The Honourable Senators Beyak, Boniface, Christmas, Dyck, Enverga, Lovelace Nicholas, McPhedran, Mégie, Oh, Pate, Raine, Sinclair, Tannas and Watt (14).

In attendance: Brittany Collier, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, December 15, 2016, the committee continued its study on the new relationship between Canada and First Nations, Inuit and Métis peoples.

WITNESS:

As an individual:

Brenda Macdougall, Chair, Métis Research, Department of Geography, Faculty of Arts, University of Ottawa.

Ms. Macdougall made a statement and answered questions.

At 10:04 a.m., the committee suspended.

At 10:11 a.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Thursday, February 18, 2016, the committee continued its study on best practices and on-going challenges relating to housing in First Nation and Inuit communities in Nunavut, Nunavik, Nunatsiavut and the Northwest Territories. (For complete text of the order of reference, see proceedings of the committee, Issue No. 3.)

The committee began its consideration of a draft special study budget.

The Honourable Senator McPhedran moved:

That the following special study budget application (study on best practices and on-going challenges relating to housing in First Nation and Inuit communities in Nunavut, Nunavik, Nunatsiavut and the Northwest Territories), for $16,700 for the fiscal year ending March 31, 2017, be approved, for submission to the Standing Committee on Internal Economy, Budgets and Administration following a final review by the Senate Administration that will be overseen by the Subcommittee on Agenda and Procedure.

SUMMARY OF BUDGET

General Expenses $ 16,700

TOTAL $ 16,700

The question being put on the motion, it was adopted.

At 10:50 a.m., the committee suspended.

At 10:52 a.m., the committee resumed.

At 10:53 a.m., the committee adjourned to the call of the chair.
