The Standing Senate Committee on Aboriginal Peoples met this day at 8:59 a.m., in the Great Hall, Legislative Assembly of the Northwest Territories, the chair, the Honourable Lillian Eva Dyck, presiding.

Members of the committee present: The Honourable Senators Christmas, Dyck, Lovelace Nicholas, McCallum, McPhedran, Pate and Tannas (7).

In attendance: Brittany Collier and Olivier Leblanc-Laurendeau, Analysts, Parliamentary Information and Research Services, Library of Parliament; Jade Thériault and Síofra McAllister, Communications Officers, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, December 15, 2016, the committee continued its study on the new relationship between Canada and First Nations, Inuit and Métis peoples. (For complete text of the order of reference, see proceedings of the committee, Issue No. 16.)

WITNESSES:

Inuvialuit Regional Corporation:

Duane Smith, Chair and Chief Executive Officer;

Bob Simpson, Director, Government Affairs.

Dehcho First Nations:

Gladys Norwegian, Grand Chief.

Norman Wells Land Corporation:

Sherry Hodgson, President;

Ethel Blondin-Andrew, Incoming Director.

Government of Northwest Territories:

The Honourable Bob McLeod, Premier of the Northwest Territories;

Mike Aumond, Secretary and Deputy Minister, Executive and Indigenous Affairs.

Kátl'odeeche First Nation:

Roy Fabian, Chief.

Northwest Territory Métis Nation:

Garry Bailey, President.

It was agreed that photography and filming during the meeting be authorized.

The chair made a statement.

Mr. Smith made a statement and answered questions.

At 10:05 a.m., the committee suspended.

At 10:15 a.m., the committee resumed.

Ms. Norwegian made a statement and answered questions.

At 11:16 a.m., the committee suspended.

At 11:26 a.m., the committee resumed.

Ms. Hodgson and Ms. Blondin-Andrew each made a statement and answered questions.

At 12:23 p.m., the committee suspended.

At 1:12 p.m., the committee resumed.

Premier McLeod made a statement and answered questions.

At 2:02 p.m., the committee suspended.

At 2:15 p.m., the committee resumed.

Mr. Fabian and Mr. Bailey each made a statement and answered questions.

At 3:12 p.m., the committee adjourned to the call of the chair.
