The Standing Senate Committee on Aboriginal Peoples met this day at 9 a.m., in room C128, Senate of Canada Building, the chair, the Honourable Lillian Eva Dyck, presiding.

Members of the committee present: The Honourable Senators Christmas, Coyle, Doyle, Dyck, Francis, LaBoucane- Benson, Lovelace Nicholas, McCallum, McInnis, Pate, Patterson, Sinclair, Stewart Olsen and Tannas (14).

Other senators present: The Honourable Senators Dalphond and Massicotte (2).

In attendance: Brittany Collier and Marlisa Tiedemann, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 16, 2019, the committee continued its examination of Bill C-262, An Act to ensure that the laws of Canada are in harmony with the United Nations Declaration on the Rights of Indigenous Peoples. WITNESSES:

As an individual:

Dwight Newman, Canada Research Chair in Indigenous Rights in Constitutional and International Law, University of Saskatchewan (by video conference).

First Nations Summit:

Grand Chief Edward John, Political Executive Member (by video conference).

The chair made a statement.

Mr. Newman made a statement and answered questions.

At 10:05 a.m., the committee suspended.

At 10:08 a.m., the committee resumed.

Grand Chief Edward John made a statement and answered questions.

It was agreed to circulate an English only document, with translation to follow.

The Honourable Senator Christmas moved:

That the committee proceed to clause by clause consideration of Bill C-262, An Act to ensure that the laws of Canada are in harmony with the United Nations Declaration on the Rights of Indigenous Peoples, on Wednesday, June 5, 2019, after the conclusion of the witness panel.

The Honourable Senator Tannas moved:

That the motion be amended by proceeding to clause by clause consideration of Bill C-262, An Act to ensure that the laws of Canada are in harmony with the United Nations Declaration on the Rights of Indigenous Peoples, on Thursday, June 6, 2019.

After debate, the question being put on the motion in amendment, it was negatived by a show of hands.

The questions being put on the motion, it was adopted by a show of hands.

At 11:19 a.m., the committee adjourned to the call of the chair.
