The Special Senate Committee on the Arctic met this day at 1:15 p.m., in room B30, Senate of Canada Building, the chair, the Honourable Dennis Glen Patterson, presiding.

Members of the committee present: The Honourable Senators Anderson, Bovey, Coyle, Eaton and Patterson (5).

In attendance: Sara Fryer and Thai Nguyen, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, September 27, 2017, the committee continued its study of the significant and rapid changes to the Arctic, and impacts on original inhabitants. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1)

WITNESSES:

University of the Arctic:

Peter Sköld, Chair, Board of Governors (by video conference).

As individuals:

Michael Byers, Professor and Canada Research Chair, Department of Political Science, University of British Columbia (by video conference);

Suzanne Lalonde, Professor, Faculty of Law, Université de Montréal;

Whitney Lackenbauer, Canada Research Chair (Tier 1) in the Study of the Canadian North and Professor, School for the Study of Canada, Trent University (by video conference).

Arctic Athabaskan Council:

Cindy Dickson, Executive Director (by video conference).

The chair made a statement.

Mr. Sköld made a statement and answered questions.

At 1:56 p.m., the committee suspended.

At 2 p.m., the committee resumed.

Mr. Byers, Mr. Lackenbauer and Ms. Lalonde each made a statement and answered questions.

At 3:24 p.m., the committee suspended.

At 3:55 p.m., the committee resumed.

Ms. Dickson made a statement and answered questions.

At 4:39 p.m., the committee adjourned to the call of the chair.
