The Standing Senate Committee on Banking, Trade and Commerce met in camera this day at 10:37 a.m., in room 9, Victoria Building, the chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Black, Campbell, Day, Greene, Massicotte, Ringuette, Smith, Tannas, Tkachuk and Unger (10).

Other senator present: The Honourable Senator Wallin (1).

In attendance: Dylan Gowans and Brett Stuckey, Analysts, Parliamentary Information and Research Services, Library of Parliament; and Marcy Galipeau, Committees Liaison Officer, Communications Directorate, Senate of Canada.

Pursuant to the order of reference adopted by the Senate on Tuesday, May 3, 2016, the committee continued its examination of the subject matter of those elements contained in Divisions 3, 4, 5, 6 and 10 of Part 4 of Bill C-15, An Act to implement certain provisions of the budget tabled in Parliament on March 22, 2016 and other measures.

It was agreed that the committee allow the transcription of the in camera portion of the meeting, that one copy be kept in the office of the clerk of the committee for consultation by committee members present and/or by the committee analysts, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

Pursuant to rule 12-16(1)(d), the committee considered a draft report.

After debate, it was agreed:

That the report on the subject matter of those elements contained in Divisions 3, 4, 5, 6 and 10 of Part 4 of Bill C-15, An Act to implement certain provisions of the budget tabled in Parliament on March 22, 2016 and other measures, be adopted; and

That the chair be authorized to table the report in the Senate, at the earliest opportunity.

At 10:41 a.m., pursuant to the order of reference adopted by the Senate on Tuesday, February 16, 2016, the committee continued its study on the issues pertaining to internal barriers to trade. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

Pursuant to rule 12-16(1)(d), the committee considered a draft report.

After debate, it was agreed:

That the report be adopted with the changes as discussed today;

That the subcommittee on agenda and procedure be authorized to approve the final version of the report with the changes as discussed today and with any necessary further editorial, grammatical or translation changes required; and

That the chair be authorized to table the amended report in the Senate, at the earliest opportunity.

At 11:34 a.m., the committee adjourned to the call of the chair.
