The Standing Senate Committee on Banking, Trade and Commerce met this day at 4:15 p.m., in room 9, Victoria Building, the chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Black, Campbell, Day, Enverga, Greene, Massicotte, Ringuette, Tannas and Tkachuk (9).

Other senator present: The Honourable Senator Wallin (1).

In attendance: Dylan Gowans and Brett Stuckey, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 8, 2016, the committee began its examination of Bill C-11, An Act to amend the Copyright Act (access to copyrighted works or other subject-matter for persons with perceptual disabilities).

APPEARING:

The Honourable Navdeep Bains, P.C., M.P., Minister of Innovation, Science and Economic Development.

WITNESSES:

Paul Halucha, Associate Assistant Deputy Minister, Strategic Policy Sector;

Robert DuPelle, Senior Policy Advisor, Marketplace Framework Policy Branch.

Minister Bains made a statement and, together with Mr. Halucha and Mr. DuPelle, answered questions.

At 5:02 p.m., the committee suspended.

At 5:04 p.m., the committee resumed.

The chair made a statement.

Mr. Poilievre made a statement and answered questions.

At 5:17 p.m., the committee suspended.

At 5:19 p.m., the committee resumed.

The chair made a statement.

Ms. Bergeron and Ms. Owen each made a statement and, together with Ms. Haigh, answered questions.

At 5:44 p.m., the committee suspended.

At 5:47 p.m., the committee resumed.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-11, An Act to amend the Copyright Act (access to copyrighted works or other subject-matter for persons with perceptual disabilities).

After debate, it was agreed that the chair send a letter to the Minister of Innovation, Science and Economic Development, outlining the committee's observations on the bill.

After debate, Robert DuPelle was invited to the table and answered questions.

It was agreed that the title stand postponed.

It was agreed that clause 1 carry.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the chair report the bill to the Senate.

At 5:59 p.m., the committee adjourned to the call of the chair.
