The Standing Senate Committee on Banking, Trade and Commerce met this day at 4:18 p.m., in room 9, Victoria Building, the chair, the Honourable Douglas Black, presiding.

Members of the committee present: The Honourable Senators Black (Alberta), Dagenais, MacDonald, Marwah, Ringuette, Stewart Olsen, Tkachuk, Unger, Wallin and Wetston (10).

In attendance: Brett Stuckey and Adriane Yong, Analysts, Parliamentary Information and Research Services, Library of Parliament; Mila Pavlovic, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 17, 2017, the committee continued its study on issues and concerns pertaining to cyber security and cyber fraud. (For complete text of the order of reference, see proceedings of the committee, Issue No. 26.)

Cybersecurity and Privacy Institute, University of Waterloo:

Florian Kerschbaum, Interim Director.

Public Safety Canada:

Colleen Merchant, Director General, National Cyber Security Directorate.

Royal Canadian Mounted Police:

Chief Superintendent Jeff Adam, Acting Assistant Commissioner, Technical Operations.

Communications Security Establishment:

André Boucher, Associate Deputy Chief, IT Security.

The chair made a statement.

Mr. Kerschbaum made a statement and answered questions.

At 5:12 p.m., the committee suspended.

At 5:17 p.m., the committee resumed.

Ms. Merchant, Chief Superintendent Adam and Mr. Boucher each made a statement and answered questions.

At 6:20 p.m., the committee adjourned to the call of the chair.
