The Standing Senate Committee on Banking, Trade and Commerce met in camera this day at 2:31 p.m., in room 356-S, Centre Block, the chair, the Honourable Douglas Black, presiding.

Members of the committee present: The Honourable Senators Black (Alberta), Dagenais, Marwah, Ringuette, Stewart Olsen, Tannas, Tkachuk and Wetston (8).

In attendance: Adriane Yong and Brett Stuckey, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, January 27, 2016, the committee continued its study on the present state of the domestic and international financial system. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

It was agreed that the committee allow the transcription of the in camera portion of the meeting, that one copy be kept in the office of the clerk of the committee for consultation by committee members present and/or by the committee analysts, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

Pursuant to rule 12-16(1)(d), the committee proceeded to consider a draft report.

After debate, it was agreed:

That the draft report be adopted and that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the report, taking into consideration this meeting's discussions, and with any necessary editorial, grammatical and translation changes required and that the chair be authorized to table the report in the Senate, at the earliest opportunity, and to request a complete and detailed response from the government.

At 2:41 p.m., pursuant to the order of reference adopted by the Senate on Tuesday, April 24, 2018, the committee continued its examination of the subject matter of those elements contained in Divisions 2, 4, 5, 6, 7, 12, 16 and 19 of Part 6 of Bill C-74, An Act to implement certain provisions of the budget tabled in Parliament on February 27, 2018 and other measures. (For complete text of the order of reference, see proceedings of the committee, Issue No. 40.)

Pursuant to rule 12-16(1)(d), the committee proceeded to consider a draft report.

After debate, it was agreed:

That a letter from the Chair to the Minister of Finance be appended to the report; and

That the draft report be adopted, and that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the report, taking into consideration this meeting's discussions, and with any necessary editorial, grammatical and translation changes required and that the chair be authorized to table the report in the Senate, at the earliest opportunity.

At 3:20 p.m., the committee adjourned to the call of the chair.
