The Standing Senate Committee on Banking, Trade and Commerce met this day at 1:33 p.m., in room 9, Victoria Building, the chair, the Honourable Douglas Black, presiding.

Members of the committee present: The Honourable Senators Black (Alberta), Dagenais, Deacon (Nova Scotia), Klyne, Stewart Olsen, Tannas, Tkachuk, Wallin and Wetston (9).

In attendance: Brett Stuckey, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 7, 2018, the committee began its consideration of the subject matter of those elements contained in Divisions 3, 4, 6, 7 and 10 of Part 4 of Bill C-86, A second Act to implement certain provisions of the budget tabled in Parliament on February 27, 2018 and other measures.

Canadian Bankers Association:

Angelina Mason, General Counsel and Vice President;

Sandy Stephens, Assistant General Counsel.

Ombudsman for Banking Services and Investments:

Sarah Bradley, Ombudsman and CEO.

ADR Chambers Banking Ombuds Office:

Britt Parsons, Ombudsman.

Public Interest Advocacy Centre:

John Lawford, Executive Director and General Counsel.

The chair made a statement.

Ms. Ryan and Mr. Bilodeau each made a statement and, together with Mr. Girard, answered questions.

At 2:50 p.m., the committee suspended.

At 2:55 p.m., the committee resumed.

Ms. Mason, Ms. Bradley, Ms. Parsons and Mr. Lawford each made a statement and, together with Ms. Stephens, answered questions.

At 4:07 p.m., the committee adjourned to the call of the chair.
