The Standing Committee on Internal Economy, Budgets and Administration met this day at 9:36 a.m., in room 160- S, Centre Block, the chair, the Honourable Leo Housakos, presiding.

Members of the committee present: The Honourable Senators Batters, Campbell, Cordy, Downe, Housakos, Jaffer, Lang, Manning, Marshall, Munson, Smith (Saurel), Tannas, Tkachuk and Wells (14).

Other senators present: The Honourable Senators Frum and McCoy (2).

Also in attendance: Nicole Proulx, Chief Corporate Services Officer and Clerk of the Standing Committee on Internal Economy, Budgets and Administration; Charles Robert, Clerk of the Senate and Chief Legislative Officer; Michel Patrice, Law Clerk and Parliamentary Counsel and Chief, Parliamentary Precinct Services; Pascale Legault, Chief Financial Officer and other senior Senate officials.

Also present: The official reporters of the Senate.

The committee considered the minutes of proceedings of February 4, 2016, in public portion, and the chair answered questions.

Senator Tannas made a statement reiterating an action item he proposed at the meeting of Thursday, February 4, 2016, asking that in the course of the policy review, a compendium be prepared identifying everywhere in the policies where the Steering Committee draws its delegated power in terms of what decisions are within the realm of steering versus the realm of the full committee. He also requested that any undertakings in the minutes be identified as action items. If senators wish for their suggestions to be considered action items, those items should be clearly defined and put to a vote.

It was moved by Senator Tannas that the minutes of proceedings of February 4, 2016, in public portion, be adopted.

The question being put on the motion, it was adopted.

The Subcommittee on Agenda and Procedure of the Standing Committee on Internal Economy, Budgets and Administration has the honour to present its

(Committee Budgets)

Your subcommittee recommends the release of the following amounts for fiscal year 2015-2016:

Agriculture and Forestry (International market access priorities)

Activity 1: Moncton, New Brunswick     $ 84,137 (includes funds for public hearings and fact-finding)

Legal and Constitutional Affairs (Legislation)

General Expenses                                    $ 2,300

The committee reviewed the budget proposals and asked questions. Members of steering indicated that in reviewing the budget proposals, the subcommittee asked detailed questions of the chair and deputy chair. They further indicated that with all future travel for public hearings and fact-finding, committees will be strongly encouraged to include a communications officer to maximize outreach to media and stakeholders in all parts of the country.

It was moved by Senator Smith (Saurel) that the First Report of the Subcommittee on Agenda and Procedure be adopted.

After debate, the question being put on the motion, it was adopted, on division.

At 10:00 a.m., the committee continued in camera.

At 10:27 a.m., the committee adjourned to the call of the chair.
