The Standing Committee on Internal Economy, Budgets and Administration met this day at 8:30 a.m., in room 160- S, Centre Block, the chair, the Honourable Larry W. Campbell, presiding.

Members of the committee present: The Honourable Senators Batters, Campbell, Carignan, P.C., Cormier, Dawson, Forest, Marshall, Mitchell, Moncion, Munson, Plett, Tannas, Tkachuk, Verner, P.C. and Woo (15).

Other senators present: The Honourable Senators Dupuis and Saint-Germain (2).

Also in attendance: Pascale Legault, Chief Corporate Services Officer and Clerk of the Standing Committee on Internal Economy, Budgets and Administration; Nicole Proulx, Interim Clerk of the Senate; Jacqueline Kuehl, Law Clerk and Parliamentary Counsel; and other senior Senate officials.

Also present: The official reporters of the Senate.

Pursuant to rule 12-7(1) of the Rules of the Senate, the committee continued its consideration of financial and administrative matters concerning the Senate's internal administration.

The committee considered the Minutes of Proceedings of Thursday, November 23, 2017, in public portion. The Honourable Senator Plett moved:

That the Minutes of Proceedings of Thursday, November 23, 2017, public portion, be adopted.

The question being put on the motion, it was adopted.

CIBA/2017-11-30/362(P)|371| — Independent Senators Group — Funding 2017-18

The Honourable Senator Woo made a statement and answered questions with the Honourable Senator Saint- Germain regarding additional funding for the Independent Senators Group for the financial year 2017-18.

It was agreed that further consideration be deferred to the next meeting of the committee.

CIBA/2017-11-30/363(P)|233| — 2016-17 Report on International and Interparliamentary Affairs Activities and Expenditures

The committee resumed its consideration of the Report of the Joint Interparliamentary Council: Parliamentary Associations' Activities and Expenditures from April 1, 2016 to March 31, 2017. Colette Labrecque-Riel made a statement and answered questions.

The committee considered the Minutes of Proceedings of Wednesday, November 22, 2017, in public portion. The Honourable Senator Munson moved:

That the Minutes of Proceedings of Wednesday, November 22, 2017, public portion, be adopted.

The question being put on the motion, it was adopted.

The Honourable Senator Munson moved:

That the Honourable Senator Dawson replace the Honourable Senator Jaffer as a member of the Subcommittee on the Senate Estimates;

That the Honourable Senator McCoy replace the Honourable Senator Saint-Germain as a member of the Subcommittee on the Senate Estimates.

The question being put on the motion, it was adopted.

At 9:52 a.m., the committee proceeded in camera, pursuant to rule 12-16(1).

Pursuant to rule 12-7(1) of the Rules of the Senate, the committee continued its consideration of financial and administrative matters concerning the Senate's internal administration.

It was agreed that all international travel requests be reviewed by the committee and that this motion be published in the public minutes and communicated to senators.

At 10:17 a.m., the committee adjourned to the call of the chair.
