The Special Senate Committee on the Charitable Sector met this day at 6:30 p.m., in room 2, Victoria Building, the chair, the Honourable Terry M. Mercer, presiding.

Members of the committee present: The Honourable Senators Black (Ontario), Duffy, Martin, Mercer, Omidvar and Raine (6).

In attendance: Havi Echenberg and Nicole Sweeney, Analysts, Parliamentary Information and Research Services, Library of Parliament; Ben Silverman, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, January 30, 2018, the committee began its study on the impact of federal and provincial laws and policies governing charities, nonprofit organizations, foundations, and other similar groups; and to examine the impact of the voluntary sector in Canada.

WITNESSES:

As individuals:

Susan Phillips, Professor and Graduate Supervisor, Philanthropy and Non-profit Leadership, School of Public Policy and Administration, Carleton University.

Rachel Laforest, Associate Professor and Director, Public Administration Program, School of Policy Studies, Queen's University (by video conference).

Peter Elson, Adjunct Assistant Professor, University of Victoria (by video conference).

The chair made a statement.

Ms. Phillips, Ms. Laforest and Mr. Elson made statements and answered questions.

It was agreed that senators' staff be permitted to remain in the room during the in camera meeting.

At 8:17 p.m., the committee suspended.

At 8:22 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft agenda (future business).

At 8:45 p.m., the committee adjourned to the call of the chair.
