The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 8:01 a.m., in room B45, Senate of Canada Building, the chair, the Honourable Rosa Galvez, presiding.

Members of the committee present: The Honourable Senators Carignan, P.C., Cordy, Dalphond, Eaton, Frum, Galvez, LaBoucane-Benson, Massicotte, Mitchell, Mockler, Patterson, Plett, Richards, Saint-Germain, Seidman, Simons, Tannas and Woo (18).

Other senators present: The Honourable Senators Black (Alberta), Deacon (Ontario), McCoy, Pratte, Stewart Olsen, Wallin and Wetston (7).

In attendance: Sam Banks and Jesse Good, Analysts, Parliamentary Information and Research Service, Library of Parliament; Stéphanie Pépin, Legislative Clerk, Senate Committees Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, December 12, 2018, the committee continued its study of Bill C-69, An Act to enact the Impact Assessment Act and the Canadian Energy Regulator Act, to amend the Navigation Protection Act and to make consequential amendments to other Acts. (For complete text of the order of reference, see proceedings of the committee, Issue No. 54.)

APPEARING:

The Honourable Amarjeet Sohi, P.C., M.P., Minister of Natural Resources;

The Honourable Sonya Savage, Minister of Energy.

Canadian Environmental Assessment Agency:

Ron Hallman, President;

Christine Loth-Bown, Vice President, External Relations and Strategic Policy.

Environment and Climate Change Canada:

Stephen Lucas, Deputy Minister.

Natural Resources Canada:

Christyne Tremblay, Deputy Minister;

Jeff Labonté, Assistant Deputy Minister, Major Projects Management Office.

Transport Canada:

Thao Pham, Associate Deputy Minister.

Premier Kenney made a statement and, together with Minister Savage, answered questions.

At 9:03 a.m., it was agreed that the committee suspend.

At 9:08 a.m., the committee resumed.

Minister McKenna, Minister Sohi and Minister Garneau each made a statement and, together with Mr. Hallman, Mr. Lucas, Ms. Tremblay, Ms. Pham and Ms. Loth-Bown, answered questions.

At 10:17 a.m., the Honourable Senator Plett replaced the Honourable Senator Seidman as a member of the committee, and the Honourable Senator Tannas replaced the Honourable Senator Eaton as a member of the committee.

At 10:41 a.m., the Honourable Senator Saint-Germain replaced the Honourable Senator Dalphond as a member of the committee.

At 11:08 a.m., it was agreed that the committee suspend.

At 11:24 a.m., the Honourable Senator Eaton replaced the Honourable Senator Tannas as a member of the committee.

At 11:29 a.m., the committee resumed.

Minister McKenna continued to answer questions.

At 11:59 a.m., the committee adjourned to the call of the chair.
