The Standing Senate Committee on Legal and Constitutional Affairs met this day at 12:23 p.m., in the Adam Ballroom, Delta Bessborough, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Dagenais, McIntyre and Runciman (5).

In attendance: Maxime Charron-Tousignant, Analyst, Parliamentary Information and Research Services, Library of Parliament and Aaron Bell, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, January 28, 2016, the committee continued its study on matters pertaining to delays in Canada's criminal justice system. (For complete text of the order of reference, see proceedings of the committee, Issue No.1.)

The chair made a statement.

Mr. Weighill and Ms. Kaip each made a statement and, together, answered questions.

At 1:17 p.m., the committee suspended.

At 1:22 p.m., the committee resumed.

Mr. Taylor and Mr. Winterberger each made a statement and, together with Mr. Dumont and Ms. Dunlop, answered questions.

At 2:07 p.m., the committee suspended.

At 2:20 p.m., the committee resumed.

Ms. Ermine, Mr. Goebel, Ms. Khan, Mr. Mason and Mr. Owens each made a statement and, together with Ms. Makela and Ms. Lafonde, answered question.

At 3:18 p.m., the committee adjourned to the call of the chair.
