The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:14 p.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Boniface, Christmas, Dagenais, Dupuis, Jaffer, Joyal, P.C., McIntyre, Omidvar, Pate, Runciman and White (13).

In attendance: Robin Mackay and Maxime Charron-Tousignant, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 9, 2017, the committee continued its consideration of Bill C-37, An Act to amend the Controlled Drugs and Substances Act and to make related amendments to other Acts. (For complete text of the order of reference, see proceeding of the committee Issue No. 25.)

WITNESSES:

Canadian Nurses Association:

Meaghan Thumath, Senior Public Health Nursing Expert;

Lisa Ashley, Senior Nurse Advisor, Policy, Advocacy and Strategy.

Province of British Columbia:

Dr. Perry Kendall, Provincial Health Officer (by video conference);

Clayton Pecknold, Assistant Deputy Minister and Director of Police Services (by video conference).

City of Vancouver:

Kerry Jang, City Councillor.

British Columbia Centre on Substance Use:

Kenneth Tupper, Director of Implementation and Partnerships (by video conference).

Canadian Drug Policy Coalition:

Donald MacPherson, Executive Director.

The chair made a statement.

Ms. Ashley, Mr. Jang, Dr. Kendall and Mr. Pecknold each made a statement and, together with Ms. Thumath, answered questions.

At 5:14 p.m., the committee suspended.

At 5:21 p.m., the committee resumed.

Mr. MacPherson and Mr. Tupper each made a statement and together answered questions.

At 6:15 p.m., the committee adjourned to the call of the chair.
