The Standing Senate Committee on Legal and Constitutional Affairs met this day at 2:15 p.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Dean, Dupuis, Frum, McIntyre, Omidvar and Runciman (9).

In attendance: Robin Mackay and Maxime Charron-Tousignant, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Monday, May 8, 2017, the committee began its examination of the subject matter of those elements contained in Divisions 10 and 17 of Part 4 of Bill C-44, An Act to implement certain provisions of the budget tabled in Parliament on March 22, 2017 and other measures.

Louise Meagher, Executive Director.

Department of Justice:

Laurie Wright, Assistant Deputy Minister, Public Law and Legislative Services Sector;

Adair Crosby, Senior Counsel / Deputy Director, Judicial Affairs, Courts and Tribunal Policy;

Anna Dekker, Counsel, Judicial Affairs, Courts and Tribunal Policy.

The chair made a statement.

Mr. Giroux, Mr. Rémillard, Ms. Bloodworth and Mr. Griffin each made a statement and, together with Ms. Meagher, answered questions.

At 3:13 p.m., the committee suspended.

At 3:21 p.m., the committee resumed.

Ms. Wright made a statement and, together with Ms. Crosby and Ms. Dekker, answered questions.

At 4:02 p.m., the committee suspended.

At 4:03 p.m., the committee resumed in camera, pursuant to rule 12-16(1)(d), to consider a draft report.

It was moved that the committee allow the transcription of today's in camera meeting, that one copy be kept in the office of the clerk of the committee for consultation by committee members (present) and the committee analysts, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure but no later than at the end of this parliamentary session.

The question being put on the motion, it was adopted.

At 4:17 p.m., the committee adjourned to the call of the chair.
