The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:34 a.m., in room 257, East Block, the chair, the Honourable Serge Joyal, P.C., presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Boniface, Carignan, P.C., Dupuis, Eaton, Gold, Joyal, P.C., MacDonald, Pratte and Sinclair (11).

Other senator present: The Honourable Senator Pate (1).

In attendance: Julian Walker and Maxime Charron-Tousignant, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, December 14, 2017, the committee continued its examination of Bill C-46, An Act to amend the Criminal Code (offences relating to conveyances) and to make consequential amendments to other Acts. (For complete text of the order of reference, see proceedings of the committee, Issue No. 34.)

Chuck Cox, Chief Superintendent and Co-Chair of the CACP Traffic Committee;

Gatineau Police:

Lieutenant Jean-François Grégoire, Shift Supervisor.

Ottawa Police Services:

Chris Rheaume, Superintendent Support Services;

Laurie Fenton, Project Manager, Traffic Stop Race Based Data Collection.

The chair made a statement.

Mr. Harel, Ms. Malashenko and Mr. Stamatakis each made a statement and, together with Mr. Cox, answered questions.

At 11:48 a.m., the committee suspended.

At 11:50 a.m., the committee resumed.

Mr. Grégoire, Mr. Rheaume and Ms. Fenton each made a statement and answered questions.

At 12:34 p.m., the committee adjourned to the call of the chair.
