The Standing Senate Committee on Legal and Constitutional Affairs met in camera this day at 10:32 a.m., in room 257, East Block, the chair, the Honourable Serge Joyal, P.C., presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Boniface, Carignan, P.C., Dupuis, Eaton, Gold, Joyal, P.C., McIntyre, Pratte, Sinclair and Wells (12).

Other senator present: The Honourable Senator Pate (1).

In attendance: Julian Walker and Maxime Charron-Tousignant, Analysts, Parliamentary Information and Research Services, Library of Parliament; Chantale Lamarche, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, February 15, 2018, the committee continued its examination of the subject matter of those elements contained in Parts 1, 2, 8, 9 and 14 of Bill C-45, An Act respecting cannabis and to amend the Controlled Drugs and Substances Act, the Criminal Code and other Acts. (For complete text of the order of reference, see proceedings of the committee, Issue No. 38.)

The chair made a statement.

It was moved that the committee proceed in public.

The question being put on the motion, it was negatived.

Pursuant to rule 12-16(1)(d), the committee proceeded to consider a draft report.

It was agreed that the revised draft report be circulated to members.

It was agreed that the committee allow the transcription of the in camera portion of the meeting, that one copy be kept in the office of the clerk of the committee for consultation by committee members present and/or by the committee analysts, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

At 12:26 p.m., the committee suspended.

At 12:31 p.m., the committee resumed.

At 12:50 p.m., the committee suspended.

At 12:55 p.m., the Honourable Senator Wells replaced the Honourable Senator Eaton.

At 1:07 p.m., the Honourable Senator Eaton replaced the Honourable Senator Wells.

At 1:14 p.m., the committee resumed.

It was agreed that the chair seek authorization from the Senate to sit on Tuesday, May 1, 2018 at 2:30 p.m.

It was agreed that the chair seek permission in the Senate to table the report with the Clerk of the Senate if the Senate is not then sitting.

At 1:29 p.m., the committee adjourned to the call of the chair.
