The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:30 a.m., in room 257, East Block, the chair, the Honourable Serge Joyal, P.C., presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Boniface, Carignan, P.C., Dupuis, Eaton, Gold, Jaffer, Joyal, P.C., McIntyre, Pate and Pratte (12).

In attendance: Julian Walker and Maxime Charron-Tousignant, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 10, 2018, the committee began its examination of Bill C-51, An Act to amend the Criminal Code and the Department of Justice Act and to make consequential amendments to another Act.

Lisa Taylor, Assistant Professor of Journalism, Ryerson University (by video conference);

The chair made a statement.

Mr. Turk, Ms. Cameron, Ms. Taylor and Ms. Craig each made a statement and answered questions.

At 11:38 a.m., the committee suspended.

At 11:42 a.m., the committee resumed.

Mr. Coughlan, Ms. Segal and Ms. Kerner each made a statement and answered questions.

At 12:37 p.m., the committee adjourned to the call of the chair.
