OTTAWA, Wednesday, October 31, 2018


The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:20 p.m., in room 257, East Block, the chair, the Honourable Serge Joyal, P.C., presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Carignan, P.C., Dalphond, Frum, Joyal, P.C., Lankin, P.C., McIntyre, Pate and Pratte (10).

Other senator present: The Honourable Senator McCoy (1).

In attendance: Maxime Charron-Tousignant, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 6, 2018, the committee continued its examination of Bill C-58, An Act to amend the Access to Information Act and the Privacy Act and to make consequential amendments to other Acts. Norman Sabourin, Executive Director and Senior General Counsel.

The chair made a statement.

Mr. Giroux, Ms. Pugliese and Mr. Tunley each made a statement and, together with Ms. Dumont, answered questions.

At 5:26 p.m., the committee suspended.

At 5:30 p.m., the committee resumed.

Mr. Bienvenu and Mr. Sabourin each made a statement and answered questions.

At 6:38 p.m., the committee adjourned to the call of the chair.
