The Standing Senate Committee on National Finance met this day at 9:31 a.m., in room 9, Victoria Building, the chair, the Honourable Percy Mockler, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Bellemare, Black (Alberta), Deacon (Ontario), Eaton, Miville-Dechêne, Mockler, Moncion, Oh, Poirier and Pratte (11).
In attendance: Alex Smith and Shaowei Pu, Analysts, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, February 23, 2016, the committee continued its study on the federal government's multi-billion-dollar infrastructure funding program. (For complete text of the order of reference, see proceedings of the committee, Issue No. 7.) (Subject: Status Report on Phase 1 of the Investing in Canada Plan)

Mr. Giroux made a statement and, together with Mr. Jacques and Mr. Haile, answered questions.
At 10:17 a.m., the committee suspended.
At 10:29 p.m., pursuant to the order of reference adopted by the Senate on Tuesday, June 5, 2018, the committee continued its study of Bill S-243, An Act to amend the Canada Revenue Agency Act (reporting on unpaid income tax). (For complete text of the order of reference, see proceedings of the committee, Issue No. 73.)
The chair made a statement.
It was agreed that the committee proceed to clause-by-clause consideration of Bill S-243.
It was agreed that the title stand postponed.
It was agreed that clause 1, which contains the alternate title, stand postponed.
The chair asked whether clause 2 shall carry.
The Honourable Senator Pratte moved that Bill S-243 be amended, on page 1, in clause 2:
a) by replacing line 7 with the following:
"2 (1) Subsection 88(2) of the Canada Revenue Agen-'';
b) by replacing lines 13 to 15 with the following:
"(2) Section 88 of the same act is amended by adding the following after subsection (2):
(3) once every three years, commencing with a year that is three years after the coming into force of this subsection, the annual report required to be submitted under subsection (1) must include the statistics referred to in subsection 88.1(2) for the fiscal year that ends in the year that is three years before the year the annual report is submitted.''.
After debate, the question being put on the amendment, it was adopted.
It was agreed that clause 2 as amended carry.
The chair asked whether clause 3 shall charry.
The Honourable Senator Pratte moved that Bill S-243 be amended, on page 2, in clause 3, by replacing line 18 with the following:
"(2) For the purposes of subsection 88(3), the Minister shall, on an annual basis, collect, compile, analyze. . .''.
After debate, the question being put on the amendment, it was adopted.
It was agreed that clause 3 as amended carry.
It was agreed that the title carry.
It was agreed that clause 1 carry.
It was agreed that the bill carry as amended.
It was agreed that any necessary consequential changes be made to the numbering of provisions and cross-references as a result of the amendments to this bill.
It was agreed that Bill S-243 be reported with amendments to the Senate, at the earliest opportunity.
At 10:44 a.m., the committee adjourned to the call of the chair.
