The Standing Senate Committee on National Finance met this day at 9:30 a.m., room W120, Building 1, Wellington Street, the chair, the Honourable Percy Mockler, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Boehm, Deacon (Ontario), Duncan, Eaton, Forest, Forest-Niesing, Klyne, Marshall, Mockler, Neufeld and Pratte (12).

In attendance: Alex Smith and Shaowei Pu, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, April 11, 2019, the committee continued its study of the expenditures set out in the Main Estimates for the fiscal year ending March 31, 2020. (For complete text of the order of reference, see proceedings of the committee, Issue No. 93.)

Environment and Climate Change Canada:

Carol Najm, Assistant Deputy Minister, Corporate Services and Finance Branch;

John Moffet, Assistant Deputy Minister, Environmental Protection Branch.

Canadian Environmental Assessment Agency:

Alan Kerr, Vice President, Corporate Services and Chief Financial Officer;

Christine Loth-Bown, Vice President, Policy Development Sector.

Environment and Climate Change Canada:

Matt Jones, Assistant Deputy Minister, Pan-Canadian Framework Implementation Office;

Niall O'Dea, Associate Deputy Minister, Canadian Wildlife Services.

Health Canada:

Randy Larkin, Assistant Deputy Minister and Chief Financial Officer;

Edward De Sousa, Director General, Resource Management Directorate;

Eric Costen, Associate Assistant Deputy Minister, Controlled Substances and Cannabis Branch.

The chair made an opening statement.

Ms. Najm, Mr. Kerr and Mr. Larkin each made a statement and, together with Mr. Moffet, Ms. Loth-Bown, Mr. Jones, Mr. Costen, Mr. O'Dea and Mr. De Sousa, answered questions.

At 11:11 a.m., the committee adjourned to the call of the chair.
